REGAR is a mechanism of relationship, knowledge and information management, among the Ibero-American guarantee schemes, as a fundamental way to favor access to financing and contracting / public bidding, in the best conditions of term and cost, of the micro, small and medium Ibero-American company.

The institutionality of the REGAR Network, active since 1998 as a network, culminated on October 24, 2011 with registration in the Iberoamerican Networks registry of the Ibero-American General Secretariat (SEGIB) and finally on December 5, 2017 with the incorporation in Porto (Portugal) of the Association, non-profit, Ibero-American Guarantee Network (REGAR), after the signing of the founding charter in Bogotá on September 27, 2017.

The Ibero-American Network of Guarantees Association (REGAR) intends to develop and consolidate the guarantee schemes for better access to financing of the micro, small and medium-sized Ibero-American companies and procurement / public bidding, while acting as a catalyst for knowledge transfer on these issues in this territorial area.
